Law 5 of 1991 was issued based on the President of the Republic decision on 28 February 1991 and published in the official gazette on 7 March 1991. This law deals with Civil Servant Leadership positions and the period of their services, it sets a period of three years, subject to renewal, as the period of assuming the civil leadership position , and it excludes some positions .
